Ken Starr was the independent prosecutor who investigated Bubba's criminal behavior in the 1990s. Rush Limbaugh replayed the spoof he made of Clintonista smear machine going full court press Alinksy on Starr to distract public from Clinton wrongdoing from Rush's November 01, 2016 post "This Is Not What Happens to a Winning Campaign One Week Before an Election"
The specific Clintonista spoofed in the parody is the Creepy Cajun, James Carville, who recently, in real life, resurfaced from the partisan primordial ooze to ad hominem attack James Comey left, right and center:
