"September 11 paradigm has changed"

I ran across a possibly scary quote from an article reporting Obama's visit to Turkey:

U.S. President Barack Obama gave several important messages of a new era from Turkey. "September 11 paradigm has changed

What on earth does that mean? Does Obama want to return to a pre-Sept 11 mindset & roll back security measures that were implemented to counter future "human made disasters"?
